World's Most Expensive Lego Is Ultra Rare Brick Made From Solid Gold (PHOTO)

This must have been one amazing employee appreciation gift.

BrickEnvy, an online store that sells collector Lego sets, has recently come into possession of what is perhaps the world's most expensive Lego.

The brick is the same size and shape as an original 2x4 Lego brick, and is made from 25.65 grams of 14K gold, according to BrickEnvy's website, which lists the selling price as $14,449.99.

Apparently, the piece -- which never hit toy store shelves -- was briefly given out as a thank you gift. CNET reports that between 1979 to 1981, a very select few company partners and longtime employees were given the bricks for years of service to the company.

Founded in 1932 by Ole Kirk Kristiansen, Lego Group is now the world?s fourth-largest manufacturer of toys, according to its website.

Lego lovers who don't feel like coughing up $14,000 can always fall back on the company's somewhat more reasonable sets, including the cool throwback "Star Wars" scenes, that were rolled out this summer.

Senior judge Brian Leveson remarks on the findings of his yearlong inquiry into the phone-hacking scandal that shook up British media.

Updated at 10:35 a.m. ET: LONDON ? Rupert Murdoch?s newspapers and other British media were reckless in the pursuit of sensational stories "almost irrespective of the harm" caused, according to a major report on Britain's?phone-hacking scandal.

The findings of the year-long Leveson Inquiry criticized a ?failure of systems of management and compliance? at Murdoch?s News of the World (NoTW) tabloid, which was closed down as the full extent of their illegal actions became clear.

Lord Justice Leveson said if Murdoch and his son James did not know about the extent of phone-hacking at the paper, then there had been a "determined cover-up" by unidentified staff.


And if they had known then the Murdochs should have done something about it, he said. However, the judge added there was no evidence from which he could "safely infer" that Rupert Murdoch was aware of a wider problem.

The report is being watched by American lawmakers amid concerns that U.S. laws may have been broken.

Leveson did not recommend state regulation of the media ? or censorship in the eyes of some ? as some victims of press intrusion had demanded, but did propose a new self-regulatory body enshrined in law.

The inquiry was set up after it emerged that people working for the News of the World had hacked into messages on a phone belonging to?Milly Dowler, 13, while she was a missing person in 2002. She had been abducted and was murdered.

A string of other examples of phone-hacking and other examples of press intrusion then emerged.

In its report on Britain's phone-hacking scandal, the Leveson Inquiry described a failure of management systems at newspapers owned by Rupert Murdoch and others.

Leveson said it was not just Murdoch?s newspapers that were at fault, adding that?"outrageous" behavior by the press had "wreaked havoc with the lives of innocent people."

?There has been a recklessness in prioritizing sensational stories almost irrespective of the harm that the stories may cause and the rights of those who would be affected (perhaps in a way that can never be remedied),? his report said.

?Too many stories in too many newspapers are the subject of complaints from too many people,? it added.

But Leveson was scathing about the Murdoch empire and the News of the World in particular.?He said there was "a general lack of respect for individual privacy and dignity? at the paper.

And the judge said there had been a ?serious failure of governance? at the News of the World, News Corporation and its U.K. arm News International in dealing with the phone-hacking allegations.

?There was a failure on the part of the management at the NoTW to take appropriate steps to investigate whether there was evidence of wrongdoing,? he said.

Author J.K. Rowling and actress Sienna Miller testified at the Leveson inquiry, addressing the emotional pain they experience after having their privacy invaded by tabloid reporters. NBC's Michelle Kosinski reports.

'Determined cover-up'
Leveson said if Rupert Murdoch and his son James were kept in the dark then ?one or more parts of the management at the NoTW was engaged in a determined cover-up to keep relevant information about potential criminal activity within the organisation from senior management within NI.?

?? if James Murdoch had been the victim of a cover-up, or an attempt to minimise the gravity of the position, then the accountability and governance systems at NI would have to be considered to have broken down in an extremely serious respect,? he added.

Leveson said there was ?no evidence? from which he could ?safely infer that Rupert Murdoch was aware of a wider problem.?

But Leveson noted Rupert Murdoch did not appear to have followed up -- or arranged for his son James to follow up -- on the instructions Murdoch said he gave to Colin Myler, editor of the News of the World from 2007 to 2011, to ?find out what the hell was going on.?

Actor Hugh Grant took a starring role on Monday in a London courtroom, where he testified at a public hearing about alleged phone hacking by British tabloids. NBC's Stephanie Gosk reports.

?If News Corporation management, and in particular Rupert Murdoch, were aware of the allegations, it is obvious that action should have been taken to investigate them,? Leveson said.

The report noted evidence given to the inquiry that News International had been ?obstructive? during an early police investigation into phone-hacking.

?The approach taken by NI is far from what might be expected of a well-run corporation ? An organisational culture that is founded on integrity and honesty would require not only full co-operation with law enforcement, but also a determination to expose behaviour that failed to comply with the law,? the report said.

Leveson said that what was needed was a ?genuinely independent and effective system of self-regulation.?

The current Press Complaints Commission includes members of the media industry, but Leveson said his proposed new body should have no ?serving editors or members of the House of Commons or government.? He also said that the new body should?be recognized in law.

He said he was ?struck by the evidence of journalists who felt they might be put under pressure to do things that were unethical or against the [press standards] code.?

To address this, he said there should be a new whistleblowing hotline and the new board should ?encourage? media firms to include a ?conscience clause? in their employment contracts.

U.S. senator: 'Deplorable conduct'
Senator Jay Rockefeller, chairman of the Senate commerce committee, earlier signaled he would be paying close attention to the findings of the report.

In an emailed statement sent to NBC News before it was released, he called on investigators in the U.K. to hold media companies accountable for their ?deplorable conduct.?

The parents of murdered school girl Milly Dowler told the Leveson Inquiry how her phone had been hacked into when she went missing, giving them false hope that she may still be alive. ITV's Damon Green reports.

Rockefeller said that was "deeply concerned" that media companies "may have violated U.S. laws and injured U.S. citizens."

He said he hoped Leveson?s report and other investigations would hold the media organizations involved ?accountable for their deplorable conduct.?

?While I understand that the main goal of this report is to make policy recommendations, the core of the inquiry remains the illegal and unethical practices of newspapers owned by the News Corporation,? Rockefeller said.

Britain's former Prime Minister Tony Blair admitted he was very close to News International as Prime Minister - but he told the Leveson Inquiry it was a working relationship, not a close one. Testimony was briefly interrupted by a protestor who accused Blair of being a "war criminal." ITN's Tom Bradby reports.?

Meanwhile, former News of the World editor Andy Coulson, who was later hired as U.K. Prime Minister David Cameron's chief media adviser, and Rebekah Brooks, the former CEO of News International, appeared in court Thursday to face charges related to allegations of corrupt payments made to public officials, ITV News reported. They were later released on bail.

TOKYO (Reuters) - Like many Japanese, Kogoro Kurata grew up watching futuristic robots in movies and animation, wishing that he could bring them to life and pilot one himself. Unlike most other Japanese, he has actually done it.

His 4-tonne, 4-meter (13 feet) tall Kuratas robot is a grey behemoth with a built-in pilot's seat and hand-held controller that allows an operator to flex its massive arms, move it up and down and drive it at a speed of up to 10 kph (6 mph).

"The robots we saw in our generation were always big and always had people riding them, and I don't think they have much meaning in the real world," said Kurata, a 39-year-old artist.

"But it really was my dream to ride in one of them, and I also think it's one kind of Japanese culture. I kept thinking that it's something that Japanese had to do."

His prototype robot comes equipped with an operating system that also allows remote control from an iPhone as well as optional "guns" that shoot plastic bottles or BB pellets and are powered by a lock-and-load system fired by the pilot's smile.

The robot, which took two years to pull together from concept to construction, also comes with a range of customized options from paint scheme to cup holders.

It isn't cheap. The sticker price for the most basic model alone is around 110 million yen ($1.3 million).

Kurata said while he has received thousands of inquiries about buying a robot, he's also received a large number of cancellations and declined to specify how many people have actually bought one.

But that's not so important.

"By my building this, I hope that it'll sort of be the trailblazer for people who can do more than myself to make different things," he said.

"They might be able to make a society that uses robots in a way I can't even imagine. I expect more from the implications of building it than from the robot itself."

Wall Street climbs on optimism over fiscal deal

NEW YORK (Reuters) - U.S. stocks rose in early trading on Thursday on optimism that Congress was progressing toward a fiscal agreement in Washington that would avert a possible recession.

Market participants are focused on discussions in Congress over avoiding big spending cuts and tax hikes, known as the "fiscal cliff," beginning in January. Still, equities may retreat, as they did Tuesday, if the upbeat negotiation environment in Washington deteriorates.

"There will be a deal before December 31 to avert the economy facing disaster," said Peter Cardillo, chief market economist at Rockwell Global Capital in New York.

"We're back on track for a year-end rally to continue," he said.

The yield on Italy's 10-year bonds fell to the lowest in two years at an auction, amid relief that immediate risks over Greece had diminished.

"The fact that the bond sales in Europe went well suggest confidence is beginning to reenter some of the peripheral nations and that is a good sign," Cardillo said.

The euro briefly touched the $1.30 level and is near its highs for November, boosting commodity prices. The S&P materials sector index <.gspm> led gains with a 0.8 percent advance.

The Dow Jones industrial average <.dji> rose 50.15 points, or 0.39 percent, to 13,035.26. The S&P 500 <.spx> gained 7.07 points, or 0.50 percent, to 1,417.00. The Nasdaq Composite <.ixic> added 20.21 points, or 0.68 percent, to 3,011.99.

Equity markets may also be supported by data showing the U.S. economy grew faster than first reported between July and September. Separate data showed the number of Americans filing new claims for unemployment benefits dropped for a second week, and a larger-than-expected 3.3 percent advance in third-quarter corporate profits.

Due for release later Thursday are pending home sales for October, at 10:00 a.m. (1500 GMT), and the Federal Reserve Bank of Kansas City November manufacturing survey at 11:00 a.m.

Kroger , the biggest U.S. supermarket operator, added 3.3 percent to $25.89 after reporting earnings.

Tiffany shares slumped 7.9 percent to $58.72 after the upscale jeweler reported quarterly results and cut its full-year sales and profit forecasts.

Top retailers said weak sales in early November, after superstorm Sandy, were a drag on the month. Target fell 2 percent and Kohl's Corp dropped 10.3 percent.

U.S.-listed shares of BlackBerry maker Research In Motion surged 8.5 percent to $12.06 after Goldman Sachs upgraded the stock to "buy" from "neutral."

Navy Drone Boards Aircraft Carrier for 1st Time

A robotic drone the size of a fighter jet has deployed aboard a U.S. Navy aircraft carrier for the first time in history.

The Navy's X-47B robot warplane is leading a revolution in robotic warfare that could replace many of the U.S. military's manned aircraft in coming decades. The aircraft carrier USS Harry S. Truman took the drone aboard on Nov. 26 to prepare for its first flight tests at sea ? a crucial step toward ensuring that robotic aircraft can take off and land as part of normal carrier operations.

"We've been testing the aircraft for the last several years and to finally put it on a ship is so exciting," said Cmdr. Kevin Watkins, flight test director for the Navy Unmanned Combat Air System program. "If these tests are successful, they will prove that the future for unmanned aircraft is wide open."

X-47B has a stealthy "flying wing" shape resembling a flying saucer from the side and a wingspan of more than 62 feet (19 meters) ? wider than that of the F/A-18 Super Hornet fighter jets that commonly operate from U.S. Navy carriers.

The USS Harry S. Truman has the honor of becoming the first modern aircraft carrier to play home to testing for such an unmanned aircraft. Testing over a three-week period is scheduled to take place while the carrier is both sitting in port and under way at sea. [Could the Navy Ever Build a Flying Aircraft Carrier?]

"It means a lot to our crew to be part of naval history," said Lt. Cmdr. Larry Tarver, aircraft handling officer on the USS Harry S. Truman. "We have sailors who received additional training to safely move the X-47B and they are excited to play a part in its testing."

Past flight tests for the X-47B include taking off and landing from a Navy air base and testing the drone's software "brains" that would allow it to conduct midair refueling on its own. The drone is also expected to have the ability to take off and land from a carrier without direct human control.

Still, a human drone operator would still stand by even if he or she is not controlling the drone directly. The operator also has an arm-worn joystick controller that can guide the X-47B drone as it taxis on the deck of an aircraft carrier.

No weapon testing has taken place with the X-47B so far. But the Navy undoubtedly wants a fighter-size drone that could one day carry either guns or missiles with a license to kill.

Bitter struggle over Internet regulation to dominate global summit

SAN FRANCISCO (Reuters) - An unprecedented debate over how the global Internet is governed is set to dominate a meeting of officials in Dubai next week, with many countries pushing to give a United Nations body broad regulatory powers even as the United States and others contend such a move could mean the end of the open Internet.

The 12-day conference of the International Telecommunications Union, a 147-year-old organization that's now an arm of the United Nations, largely pits revenue-seeking developing countries and authoritarian regimes that want more control over Internet content against U.S. policymakers and private Net companies that prefer the status quo.

Many of the proposals have drawn fury from free-speech and human-rights advocates and have prompted resolutions from the U.S. Congress and the European Parliament, calling for the current decentralized system of governance to remain in place.

While specifics of some of the most contentious proposals remain secret, leaked drafts show that Russia is seeking rules giving individual countries broad permission to shape the content and structure of the Internet within their borders, while a group of Arab countries is advocating universal identification of Internet users. Some developing countries and telecom providers, meanwhile, want to make content providers pay for Internet transmission.

Fundamentally, most of the 193 countries in the ITU seem eager to enshrine the idea that the U.N. agency, rather than today's hodgepodge of private companies and nonprofit groups, should govern the Internet. The ITU meeting, which aims to update a longstanding treaty on how telecom companies interact across borders, will also tackle other topics such as extending wireless coverage into rural areas.

If a majority of the ITU countries approve U.N. dominion over the Internet along with onerous rules, a backlash could lead to battles in Western countries over whether to ratify the treaty, with tech companies rallying ordinary Internet users against it and some telecom carriers supporting it.

In fact, dozens of countries including China, Russia and some Arab states, already restrict Internet access within their own borders, but those governments would have greater leverage over Internet content and service providers if the changes were backed up by international agreement.

Amid the escalating rhetoric, search king Google last week asked users to "pledge your support for the free and open Internet" on social media, raising the specter of a grassroots outpouring of the sort that blocked American copyright legislation and a global anti-piracy treaty earlier this year.

Google's Vint Cerf, the ordinarily diplomatic co-author of the basic protocol for Internet data, denounced the proposed new rules as hopeless efforts by some governments and state-controlled telecom authorities to assert their power.

"These persistent attempts are just evidence that this breed of dinosaurs, with their pea-sized brains, hasn't figured out that they are dead yet, because the signal hasn't traveled up their long necks," Cerf told Reuters.

The ITU's top official, Secretary-General Hamadoun Tour?, sought to downplay the concerns in a separate interview, stressing to Reuters that even though updates to the treaty could be approved by a simple majority, in practice nothing will be adopted without near-unanimity.

"Voting means winners and losers. We can't afford that in the ITU," said Tour?, a former satellite engineer from Mali who was educated in Russia.

Tour? predicted that only "light-touch" regulation on cyber-security will emerge by "consensus," using a deliberately vague term that implies something between a majority and unanimity.

He rejected criticism that the ITU's historic role in coordinating phone carriers leaves it unfit to corral the unruly Internet, comparing the Web to a transportation system.

"Because you own the roads, you don't own the cars and especially not the goods they are transporting. But when you buy a car you don't buy the road," Tour? said. "You need to know the number of cars and their size and weight so you can build the bridges and set the right number of lanes. You need light-touch regulation to set down a few traffic lights."

Because the proposals from Russia, China and others are more extreme, Tour? has been able to cast mild regulation as a compromise accommodating nearly everyone.

Two leaked Russian proposals say nations should have the sovereign right "to regulate the national Internet segment." An August draft proposal from a group of 17 Arab countries called for transmission recipients to receive "identity information" about the senders, potentially endangering the anonymity of political dissidents, among others.

A U.S. State Department envoy to the gathering and Cerf agreed with Tour? that there is unlikely to be any drastic change emerging from Dubai.

"The decisions are going to be by consensus," said U.S. delegation chief Terry Kramer. He said anti-anonymity measures such as mandatory Internet address tracing won't be adopted because of opposition by the United States and others.

"We're a strong voice, given a lot of the heritage," Kramer said, referring to the U.S. invention and rapid development of the Internet. "A lot of European markets are very similar, and a lot of Asian counties are supportive, except China."

Despite the reassuring words, a fresh leak over the weekend showed that the ITU's top managers viewed a badly split conference as a realistic prospect less than three months ago.

The leaked program for a "senior management retreat" for the ITU in early September included a summary discussion of the most probable outcomes from Dubai, concluding that the two likeliest scenarios involved major reworkings of the treaty that the United States would then refuse to sign. The only difference between the scenarios lay in how many other developed countries sided with the Americans.

ITU officials didn't dispute the authenticity of the document, which was published by Jerry Brito, a researcher at the Mercatus Center at George Mason University as part of a continuing series of ITU-related leaks.

Tour? said that because the disagreements are so vast, the conference probably will end up with something resembling the ITU's earlier formula for trying to protect children online ? an agreement to cooperate more and share laws and best practices, perhaps with hotlines to head off misunderstandings.

"From Dubai, what I personally expect is to see some kind of principles saying cyberspace is a global phenomenon and it can only have global responses," Tour? said. "I just intend to put down some key principles there that will lay the seeds for something in the future."

Even vague terms could be used as a pretext for more oppressive policies in various countries, though, and activists and industry leaders fear those countries might also band together by region to offer very different Internet experiences.

In some ways, the U.N. involvement reflects a reversal that has already begun.

The United States has steadily diminished its official role in Internet governance, and many nations have stepped up their filtering and surveillance. More than 40 countries now filter the Net that their citizens see, said Ronald Deibert, a University of Toronto political science professor and authority on international conflicts in cyberspace.

Google Executive Chairman Eric Schmidt said this month that the Net is already on the road to Balkanization, with people in different countries getting very different experiences from the services provided by Google, Skype and others.

This month, a new law in Russia took effect that allows the federal government to order a Website offline without a court hearing. Iran recently rolled out a version of the Internet that replaced the real thing within its borders. A growing number of countries, including China and India, order sites to censor themselves for political, religious and other content.

China, which has the world's largest number of Internet users, also blocks access to Facebook, YouTube and Twitter among other sites within its borders.

The loose governance of the Net currently depends on the non-profit ICANN, which oversees the Web's address system, along with voluntary standard-setting bodies and a patchwork of national laws and regional agreements. Many countries see it as a U.S.-dominated system.

The U.S. isolation within the ITU is exacerbated by it being home to many of the biggest technology companies - and by the fact that it could have military reasons for wanting to preserve online anonymity. The Internet emerged as a critical military domain with the 2010 discovery of Stuxnet, a computer worm developed at least in part by the United States that attacked Iran's nuclear program.

Whatever the outcome in Dubai, the conference stands a good chance of becoming a historic turning point for the Internet.

"I see this as a constitutional moment for global cyberspace, where we can stand back and say, `Who should be in charge?' said Deibert. "What are the rules of the road?"

BANGKOK (AP) ? A day before South Korean rap sensation PSY brings his "Gangnam Style" to Thailand, scores of inmates have danced to the hit behind barbed wire and bars in a Bangkok prison.

Seventy out of 4,500 prisoners at Bangkok Remand Prison put on a show Tuesday for the media and corrections department executives after competing in a "Gangnam Style" dance contest last week.

Officials said the program was to relieve inmates' stress and help them keep fit.

PSY's "Gangnam Style" this month became the most watched video ever on YouTube. It has spawned hundreds of parodies and tribute videos, including a popular one earlier this year by members of the Thai navy.

PSY will perform in Thailand on Wednesday night ? his first show in Asia outside of South Korea.

Military's dogs of war also suffer post-traumatic stress disorder

LACKLAND AIR FORCE BASE, Texas ? Not long after a Belgian Malinois named Cora went off to war, she earned a reputation for sniffing out the buried bombs that were the enemy's weapon of choice to kill or maim U.S. troops.

Cora could roam a hundred yards or more off her leash, detect an explosive and then lie down gently to signal danger. All she asked in return was a kind word or a biscuit, maybe a play session with a chew toy once the squad made it back to base.

"Cora always thought everything was a big game," said Air Force Tech. Sgt. Garry Laub, who trained Cora before she deployed. "She knew her job. She was a very squared-away dog."

But after months in Iraq and dozens of combat patrols, Cora changed. The transformation was not the result of one traumatic moment, but possibly the accumulation of stress and uncertainty brought on by the sharp sounds, high emotion and ever-present death in a war zone.

Cora ? deemed a "push-button" dog, one without much need for supervision ? became reluctant to leave her handler's side. Loud noises startled her. The once amiable Cora growled frequently and picked fights with other military working dogs.

When Cora returned to the U.S. two years ago, there was not a term for the condition that had undercut her combat effectiveness and shattered her nerves. Now there is: canine post-traumatic stress disorder.

"Dogs experience combat just like humans," said Marine Staff Sgt. Thomas Gehring, a dog handler assigned to the canine training facility at Lackland Air Force Base, who works with Cora daily.

Veterinarians and senior dog handlers at Lackland have concluded that dogs, like humans, can require treatment for PTSD, including conditioning, retraining and possibly medication such as the anti-anxiety drug Xanax. Some dogs, like 5-year-old Cora, just need to be treated as honored combat veterans and allowed to lead less-stressful lives.

Walter Burghardt Jr., chief of behavioral medicine and military working-dog studies at Lackland, estimates that at least 10% of the hundreds of dogs sent to Iraq and Afghanistan to protect U.S. troops have developed canine PTSD.

Cora appears to have a mild case. Other dogs come home traumatized.

"They're essentially broken and can't work," Burghardt said.

There are no official statistics, but Burghardt estimates that half of the dogs that return with PTSD or other behavioral hitches can be retrained for "useful employment" with the military or law enforcement, such as police departments, the Border Patrol or the Homeland Security Department.

The others dogs are retired and made eligible for adoption as family pets.

The decision to officially label the dogs' condition as PTSD was made by a working group of dog trainers and other specialists at Lackland. In most cases, such labeling of animal behavior would be subjected to peer review and scrutiny in veterinary medical journals.

But Burghardt and others in the group decided that they could not wait for that kind of lengthy professional vetting ? that a delay could endanger those who depend on the dogs.

Since the terrorist attacks of 2001, the military has added hundreds of canines and now has about 2,500 ? Dutch and German shepherds, Belgian Malinois and Labrador retrievers ? trained in bomb detection, guard duty or "controlled aggression" for patrolling.

Lackland trains dogs and dog handlers for all branches of the military. The huge base, located in San Antonio, has a $15-million veterinary hospital devoted to treating dogs working for the military or law enforcement, like a Border Patrol dog who lost a leg during a firefight between agents and a suspected drug smuggler.

"He's doing fine, much better," the handler yelled out when asked about the dog's condition.

Cora received her initial training here and then additional training with Laub at Moody Air Force Base in Georgia. Before they could deploy, however, Laub was transferred to Arkansas, and Cora shipped off to Iraq with a different handler, much to Laub's regret.

Euro zone, IMF reach deal on cutting long-term Greek debt

BRUSSELS (Reuters) - Euro zone finance ministers and the International Monetary Fund clinched agreement on a new debt target for Greece on Monday in a breakthrough towards releasing an urgently needed tranche of loans to the near-bankrupt economy, officials said.

After nearly 10 hours of talks at their third meeting on the issue in as many weeks, Greece's international lenders agreed to reduce Greek debt by 40 billion euros, cutting it to 124 percent of gross domestic product by 2020, via a package of steps.

The deal should open the way for a major aid installment needed to recapitalize Greece's teetering banks and enable the government to pay wages, pensions and suppliers in December. Greece could receive up to 44 billion euros, although it remains unclear if the full amount will be paid in one go.

To reduce the debt pile, the ministers agreed to cut the interest rate on loans to Greece and return 11 billion euros to Athens in profits from European Central Bank purchases of Greek government bonds on the secondary market.

They also agreed to help Greece to buy back its own bonds from private investors at an expected cost of around 35 cents in the euro, officials said.

European Central Bank President Mario Draghi said on leaving the talks: "I very much welcome the decisions taken by the ministers of finance. They will certainty reduce the uncertainty and strengthen confidence in Europe and in Greece."

Details of the agreement were to be announced at a news conference after the meeting ended.

The euro strengthened against the dollar after news of a deal was reported by Reuters.

"We've filled the financing gap until the end of program in 2014," one official engaged with the talks said. A second official confirmed the figures.

Greek Finance Minister Yannis Stournaras said earlier that Athens had fulfilled its part of the deal by enacting tough austerity measures and economic reforms, and it was now up to the lenders to do their part.

"I'm certain we will find a mutually beneficial solution today," he said on arrival for the marathon talks.

Greece, where the euro zone's debt crisis erupted in late 2009, is the currency area's most heavily indebted country, despite a big "haircut" this year on privately-held bonds. Its economy has shrunk by nearly 25 percent in five years.

Negotiations had been stalled over how Greece's debt, forecast to peak at 190-200 percent of GDP in the coming two years, could be cut to a more sustainable 120 percent by 2020.

The agreed figure fell slightly short of that goal, and the IMF was still insisting that euro zone ministers should make a firm commitment to further steps to reduce the debt stock if Athens implements its adjustment program faithfully.

The key question remains whether Greek debt can become sustainable without euro zone governments having to write off some of the loans they have made to Athens.

A source familiar with IMF thinking said the global lender was demanding immediate measures to cut Greece's debt by 20 percentage points of GDP, with a commitment to do more to reduce the debt stock in a few years if Greece fulfills its program.

To reduce the debt to 124 percent by 2020, the ministers were putting together a package of steps including a debt buyback funded by a euro zone rescue fund, reducing the interest rate on loans and returning euro zone central bank 'profits' to Greece.

Germany and its northern European allies have so far rejected any idea of forgiving official loans to Athens.

DEBT RELIEF "NOT ON TABLE"

German Finance Minister Wolfgang Schaeuble told reporters that a debt cut was legally impossible, not just for Germany but for other euro zone countries, if it was linked to a new guarantee of loans.

"You cannot guarantee something if you're cutting debt at the same time," he said. That did not preclude possible debt relief at a later stage if Greece completed its adjustment program and no longer needs new loans.

The source familiar with IMF thinking said a loan write-off once Greece has established a track record of compliance would be the simplest way to make its debt viable, but other methods such as forgoing interest payments, or lending at below market rates and extending maturities could all help.

The German banking association (BDB) said a fresh "haircut" or forced reduction in the value of Greek sovereign debt, must only happen as a last resort.

Two European Central Bank policymakers, vice-president Vitor Constancio and executive board member Joerg Asmussen, said debt forgiveness was not on the agenda for now.

The ministers agreed to reduce interest on already extended bilateral loans from the current 150 basis points above financing costs to 50 bps once Greece achieves a primary budget surplus of 4.5 percent of GDP.

Another option considered, which could cut Greek debt by almost 17 percent of GDP, was to defer interest payments on loans to Greece from the EFSF, a temporary bailout fund, by 10 years. It was not immediately clear if that had been agreed.

By forgoing profits on its Greek bond portfolio, bought at a deep discount, the ECB could cut the debt pile by a further 4.6 percent by 2020, a document prepared for meeting showed.

Not all euro zone central banks are willing to forgo their profits, however, the German Bundesbank among them.

Before the meetings, officials had spoken of a 10 billion euro buy-back of Greek debt, that would achieve a net reduction of about 20 billion euros in the debt stock, although the potential gain has fallen as prices have risen since the idea was first mooted.

FORGIVING OFFICIAL LOANS?

German central bank governor Jens Weidmann has suggested that Greece could "earn" a reduction in debt it owes to euro zone governments in a few years if it diligently implements all the agreed reforms. The European Commission backs that view.

An opinion poll published on Monday showed Greece's anti-bailout SYRIZA party with a four-percent lead over the Conservatives who won election in June, adding to uncertainty over the future of reforms.

German paper Welt am Sonntag said on Sunday that euro zone ministers were considering a write-down of official loans for Greece from 2015, but gave no sources, and a euro zone official said such an option was never seriously discussed.

FDA halts operations at peanut butter plant

(AP) ? The Food and Drug Administration halted operations of the country's largest organic peanut butter processor Monday, cracking down on salmonella poisoning for the first time with new enforcement authority the agency gained in a 2011 food safety law.

FDA officials found salmonella all over Sunland Inc.'s New Mexico processing plant after 41 people in 20 states, most of them children, were sickened by peanut butter manufactured at the plant in Portales and sold by Trader Joe's grocery chain. The FDA suspended Sunland's registration Monday, preventing the company from producing or distributing any food.

The food safety law gave the FDA authority to suspend a company's registration when food manufactured or held there has a "reasonable probability" of causing serious health problems or death. Before the food safety law was enacted early last year, the FDA would have had to go to court to suspend a company's registration.

Michael Taylor, the FDA's deputy commissioner for foods, said the agency's ability to suspend a registration like this one is a major step forward for the agency.

"Consumers can be assured that products will not leave this facility until we determine they have implemented preventive measures that are effective to produce safe products," Taylor said.

Sunland had voluntarily closed its plant after a September outbreak and planned to reopen its peanut processing facility on Tuesday, with hopes of selling peanut butter again by the end of the year. Sunland's Katalin Coburn said FDA's decision to suspend the registration was a surprise to the company and Sunland officials had assumed they were allowed to resume operations.

The company now has the right to a hearing and must prove to the agency that its facilities are clean enough to reopen. Coburn said Sunland is cooperating with FDA and company officials hope they can be up and running again soon.

Sunland is the nation's largest organic peanut butter processor, though it also produces many non-organic products. The company recalled hundreds of organic and non-organic nut butters and nuts manufactured since 2010 after Trader Joe's Valencia Creamy Peanut Butter was linked to the salmonella illnesses in September.

In addition to Trader Joe's, Sunland sold hundreds of different peanut products to Whole Foods, Safeway, Target and other large grocery chains.

During a month-long investigation, after the outbreak linked to processor Sunland and to Trader Joe's, FDA inspectors found samples of salmonella in 28 different locations in the plant, in 13 nut butter samples and in one sample of raw peanuts.

The agency also found improper handling of the products, unclean equipment and uncovered trailers of peanuts outside the facility that were exposed to rain and birds.

The FDA said that over the past three years, the company shipped products even though portions of their lots, or daily production runs, tested positive for salmonella in internal tests. The agency also found that the internal tests failed to find salmonella when it was present.

FDA inspectors found many of the same problems ? including employees putting their bare fingers in empty jars before they were filled, open bags of ingredients, unclean equipment, and many other violations ? in a 2007 inspection. Similar problems were recorded by inspectors in 2009, 2010 and 2011, though government officials didn't take any action or release the results of those inspections until after the illnesses were discovered this year.

In a statement issued earlier this month, Sunland's president and chief executive officer, Jimmie Shearer, denied the company knowingly shipped tainted products.

"At no time in its 24-year history has Sunland, Inc. released for distribution any products that it knew to be potentially contaminated with harmful microorganisms," Shearer said in a statement posted on the company's website. "In every instance where test results indicated the presence of a contaminant, the implicated product was destroyed and not released for distribution."

A separate peanut butter outbreak in 2009 not related to Sunland was linked to hundreds of illnesses and nine deaths.

Clashes erupt near former Bahrain protest hub

MANAMA, Bahrain (AP) ? Riot police in Bahrain have fired tear gas and stun grenades to disperse thousands of marchers trying to reach a heavily guarded square that was once the hub of their anti-government uprising.

The clash followed ceremonies Monday to mark the end of Shiite religious commemorations known as Ashoura. It was the heaviest clash in months near Pearl Square, where Shiite-led protesters gathered in February 2011 to demand a greater political voice in the Sunni-ruled Gulf kingdom. It has since been closed off.

The street battles spilled into surrounding Shiite neighborhoods.

Bahraini authorities have outlawed protest marches in an attempt to quell growing violence in the more than 21-month-old unrest. Shiite leaders say they plan more marches in defiance of the order.

Bahrain is home to the U.S. Navy's 5th Fleet.

A Dryer Vent Through The Roof Is A Very Dangerous Thing

A dryer vent through the roof is a very dangerous thing.

I have written about dryer vents before, in many contexts.? Including through a roof!

But this one is so dangerous I have to reiterate my points.

I always prefer to see a dryer vent on the side of a house.? Even if it's high.

Why?

How do you know a dryer vent needs cleaning?? YOU HAVE TO LOOK AT IT.

How do you clean a dryer vent?? MANUALLY.

This dryer vent is NOT visible from the ground.? How do you know it needs cleaning?

With great effort.

This house leaves four choices to clean the dryer vent -

1.? A climb up in front and traversing a metal roof.? They can be slippery.
2.? A 40' ladder from the rear of the house, with another trip over the ridge of the house, negotiating fairly steep aspects up, over and down.? THEN you have to go back up, over and down the roof to get onto the top of a 40' ladder to climb down!? Yikes!
3.? Slither out a bedroom window, walk along a ledge on top of a metal roof, and climb up a fairly steep shingled roof 12' to get to this vent.
4.? Hire somebody!? And that would necessitate two people with a long ladder.? Not cheap.

That is all ridiculous!?

Look at this vent.? It is 100% clogged!? Someone has been up here before because I see roof tar above and beside the vent.? Is this the builder's "installation" job?? Did it leak and is this the "fix?"? The house is seven years old.? Has this vent ever been cleaned?

This roof is the third floor of the house.? The laundry room is on the first floor.? Looking at the house geography from inside the exhaust tubing servicing this vent goes straight up!? It is not accessible from inside the house.? I could not see it from the attic, so it is difficult at best to get at from inside there.

It must pass through a portion of the attic.? Is it insulated?

What happens when it snows deeper than 3"?? This vent is clogged even more!

In my opinion a dryer vent through a roof is less than smart.? How much less depends on its placement.

My recommendation:? all in all this is a dangerous vent, not just now but in the years to come.? How often should a dryer vent be cleaned?? When it's clogging!? I always look for the dryer vent on home inspections.? It is important to see where it is and if it needs cleaning.? We fortunately found this one, and only because I took a risk and went out a window to see if it was where I suspected!?

(AP) ? Arkansas athletic director Jeff Long wasted little time in bringing the John L. Smith era to a close.

Long said in a statement released by the university Saturday that Smith will not return next season as the Razorbacks' coach. Long met with the interim coach a day after the Razorbacks' season-ending 20-13 loss to LSU and told him the school "would be making a change in leadership within our program."

The former Michigan State and Louisville coach was hired away from Weber State in April to replace the fired Bobby Petrino and signed to a 10-month contract. Long says that once a new coach is hired Smith will be reassigned as a consultant through the end of his deal on Feb. 23, 2013.

"I have great respect for coach Smith, and I thank him for the sincere commitment he has shown our program," Long said. "He made a difficult decision in uncertain times to return from his alma mater to guide the young men in our football program, and I will always be grateful for his efforts."

Arkansas (4-8, 2-6 Southeastern Conference) began the season ranked in the top 10, openly discussing the possibility of winning an SEC and national championship, but quickly fell out of the polls after a stunning loss to Louisiana-Monroe on Sept. 8. The Razorbacks were 21-5 the last two seasons under Petrino, but their injury-depleted roster was unable to recapture that magic under Smith.

Last week's loss at Mississippi State ensured Arkansas would not return to a bowl game this season for the first time since 2008, Petrino's first season as coach. The Razorbacks stayed close with the No. 8 Tigers in their season finale on Friday before losing ? finishing with the school's lowest win total since 2005.

"It's very difficult for me to believe that is not a bowl-eligible football team," LSU coach Les Miles said following the win over Arkansas. "Watching the talent there, (it's) very capable."

Long said last month that Smith was still a candidate to remain with the Razorbacks, even after an early four-game losing streak crushed the Razorbacks' preseason championship hopes. Long added that it would be apparent at the end of the season whether Smith was his choice, a question he answered Saturday.

In likely anticipation of his ouster, Smith spent much of his time following the LSU loss handing out hugs to players and reporters.

"I have enjoyed guiding this group, and I am extremely proud of how everyone in our program stuck together and showed tremendous character by competing throughout the season," Smith said in a statement. "Everyone on our staff has my appreciation as they all believed in our goals and stayed committed to the development of these young men."

Smith said prior to the Mississippi State loss that he was optimistic of returning to Arkansas, where he was hired in April ? just weeks after the scandal that erupted following Petrino's motorcycle accident that involved his mistress.

The 64-year-old Smith had left the Razorbacks, where he was an assistant coach under Petrino for three seasons, just months earlier to become the head coach at his alma mater, Weber State. His welcoming and upbeat personality was a stark contrast to the monotone Petrino and was praised by Arkansas players.

They said Smith was the perfect person to replace Petrino, who was fired after it was revealed he had hired his mistress for a position in the athletic department and initially lied about her presence during their motorcycle accident.

However, Smith's tenure got off to a rocky start following his revelation to The Associated Press in July that he would likely have to file for bankruptcy following land deals gone wrong in Kentucky. He filed in September ? eventually revealing $40.7 million in debt ? and came under fire from Arkansas fans for that and the mounting losses.

The Razorbacks, who led the SEC in total and scoring offense last season under Petrino, were 12th out of 14 SEC teams entering this week under Smith ? averaging 24.5 points. The dropoff came despite the return of senior Tyler Wilson, who was the first-team All-SEC quarterback last season.

Wilson watched Smith's eyes fill with tears earlier this week when discussing the likely end to his tenure at Arkansas, and the quarterback admitted the last six months "have been tough" following Petrino's firing. Wilson praised Smith for helping to keep the team together.

"He's always got a smile," Wilson said. "Whether he's feeling it deep down in there or not, it's the way he expresses himself. And, you know, it touches everybody."

Long's next step becomes finding a new head coach to build on the recent success at the school. Long said all assistant coaches have the option to remain a part of the football staff pending the hiring of a new coach.

The treaty itself consists of ten articles and 73 reservations from various of the 111 initial signatory countries. It covers both inter-country communications as well as maritime communications, governing privileged and emergency communications, accounting for services, and exceptions for bilaterally agreed communications.

In August 2012, ITU called for a public consultation on a draft document ahead of the conference. The proposal would allow government restriction or blocking of information disseminated via the internet and create a global regime of monitoring internet communications - including the demand that those who send and receive information identify themselves. It would also allow governments to shut down the internet if there is the belief that it may interfere in the internal affairs of other states or that information of a sensitive nature might be shared.[citation needed]
Telecommunications ministers from 193 countries will attend the conference.
