Vallejo Mayor Osby Davis' Law Office Burns

The private law office of Vallejo Mayor Osby Davis caught fire overnight and fire inveistigators quickly declared the fire suspicious.?

VIdeo from the scene Saturday morning showed extensive damage in the front lobby section of the office. The back offices also suffered smoke damage, according to firefighters.

Mayor Davis arrived on the scene while the fire was still burning.?

FIrefighters said they got the call about the fire at 1:30 a.m. and when they arrived flames and smoke were pouring from the one story structure in downtown Vallejo.

Fire investigators said they are looking into the possibility of arson.?

Construction crews were on the scene by 7 a.m. with a plan to board up the building.?

Nothing like seeing a car to jog the old memory banks. c5karl posted this ?67 Bonnie at the Cohort, and the lights flashed on: I ?had? one of these. Not exactly owned, but an extended car sitting job, actually. Which is better than ownership anyway.

I can?t remember all the details, but a good old friend somehow needed me to babysit her boyfriend?s old ?67 Bonneville coupe while I was starting my tv career in the depths of the smog of San Bernardino in the summer of 1977. I was driving my rough-and-tumble Dodge A100 van at the time, and every Friday night I would head to Santa Monica to cool off in the fresh ocean breeze, as well as the Pacific?s water. I took the Bonnie one time, and what a contrast to the Dodge, even if it didn?t have AC. it became a regular weekend affair until it was broken up.

Unlike ten-year old cars today, the Pontiac was a bit geriatric already. No rust, of course, but the shocks were MIA, so a Dramamine was recommended before heading off. Slide-Tracking, not Wide-Tracking. But the 400 inch (6.6 L) Trophy V8 backed up by the Turbo-Hydramatic was still willing to impress with its classic GM smoothness and some decent hustle, when the secondaries were drafted for duty. Of course, it extracted its price at the pumps.

It was so wonderful to swoosh along I10 with all the windows down, and start feeling the first wafts of cool ocean air somewhere just east of downtown LA. The temperature would drop from 100 in San Bernardino down to the high sixties in Santa Monica, all within an hour?s drive (traffic permitting). One has to know the California climate to understand the phenomena. I can still feel that salt air in my nostrils, and the subtle throb of the big V8. What a way to start a weekend.

Fed names banks that tapped discount window in Q3 2010

(Reuters) - The Federal Reserve on Friday named the banks that borrowed at its discount window during the third quarter of 2010, but the period showed very low levels of activity and none of the biggest Wall Street firms had turned to the facility for help.

Some of the decline in discount window borrowing may have reflected banks steering clear because they knew their actions would be disclosed, albeit with a two-year lag, once the Dodd-Frank financial reform law was passed.

However, Fed officials said it was impossible to know how much this may have been a factor in driving down discount window business, as opposed to what extent the lower level of borrowing just a reflection of market conditions at the time.

The data showed that Gorham Savings Bank of Gorham, Maine, and Commerce Bank of Kansas City, Missouri, took the largest discount window primary credit loans. Gorham's largest loan was $70 million during the period and Commerce's was $60 million.

The data covers a wide range of Fed activities, including discount window borrowing and foreign exchange transactions, from July 22, 2010, which was the day after the passage of Dodd-Frank, until September 30, 2010.

The discount window is an Fed lending facility that banks can access in times of stress and became essential to maintain functioning markets during the 2008 financial crisis.

The Fed document release was the first mandated by the 2010 Dodd-Frank financial reforms, but it also followed previous discount window disclosures forced on it by U.S. courts after several media organizations fought a stiff legal battle.

Those insights had already identified a peak of $111 billion in discount window lending, on October 29, 2008, a month after the collapse of Lehman Bros., which sent markets into free fall, and that some European banks had made extensive use of the facility.

The Fed fought the disclosure of discount window borrowers because it claimed the publicity would make banks more reluctant to use the emergency lending option in a future crisis, potentially weakening the financial system.

The release on Friday showed that of the 732 loans made in the quarter, some 450 were primary credit and 30 were secondary credit, with the rest going to seasonal loans.

Primary credit is for the best quality banks, secondary credit is for firms that don't qualify for primary credit because they are not deemed as being as financially sound. Seasonal credit is aimed at smaller banks who suffer seasonal swings in loans and deposits, such as farm banks.

Fed officials said in some cases, borrowers were simply testing their ability to access the discount window, as evidenced by the number of small loans - over 100 of the loans were for just $1,000.

Mozilla, the software foundation behind the Firefox browser, has a plan to make online security easier. This week the company released a beta version of Persona, a system that lets users securely sign into different sites without having to worry about passwords.

How does it work? Rather than relying on each individual website to authenticate users, Persona makes your Web browser of choice (Safari, Firefox, or others) do the work. Traditionally you'd use a combination of a username and password to sign into, say, a banking site ? Persona instead uses your e-mail address.

It works like this: pick an e-mail address and a password to use across Persona. Mozilla will e-mail you at that address to verify that it's really yours. Then, any time you encounter a site that supports Persona (the?Times Crossword?is one early adopter), you can sign in using that single e-mail and password combination. ?

The system automatically verifies that you're the real account owner based on the initial e-mail verification.?The sites themselves never see your Persona password.?Persona does, of course, see your password. The Times Crossword (for example) does not.?This feature may reduce your risk of having your password hacked, since it limits individual sites' exposure to your sensitive information.

Mozilla says Persona is identity management that "just works," and it's clearly excited about the service's potential (for what it's worth, most of Mozilla's sites already implement Persona). It's worth pointing out, too, that the service works with all the major desktop browsers ? including Opera ? as well as with mobile browsers for iOS and Android. You can even create a few different identities with different e-mail addresses, if you want to keep your work and home life separate.

That said, Persona does have at least one downside: since it's still more or less in its infancy, the service doesn't have widespread support from website owners or from individual users. Mozilla admits that the service will be more useful and more secure once it's supported by websites, browsers, and e-mail providers, but that the system "can't get a critical mass of users without support from the above groups." In the meantime, the company has implemented some clever workarounds that allow the service to work smoothly even though it's not totally supported across the board.

Mexico nabs high-ranking cartel member 'El Taliban'

MEXICO CITY - The Mexican navy said on Wednesday it had captured one of the leaders of the Zetas drug cartel, a notoriously brutal gang reported to be breaking apart due to an internal feud.

The navy said it had caught the man it believed to be Zetas boss Ivan Velazquez in the central state of San Luis Potosi, in a boost to outgoing President Felipe Calderon's efforts to crack down on the violent cartels.

The Zetas have perpetrated some of the most sickening acts of Mexico's drug war and continued to expand even as rival gangs joined forces against them. They are now regarded as one of the two most powerful drug cartels in the country.

Velazquez is due to be paraded before the media on Thursday morning as is customary with such captures in Mexico.

The suspected gang leader surrendered to the navy in the city of San Luis Potosi without a shot being fired, an eyewitness told Reuters.

Known as "Z-50" or "El Taliban," Velazquez has been one of the leading figures in the Zetas. Formed by a group of army deserters in the late 1990s, the gang acted as enforcers for the Gulf Cartel before splitting with their employers in 2010.

Longstanding rivalry between the Zetas' top leader, Heriberto Lazcano, and his second-in-command Miguel Trevino has exploded into violence, raising fears the hostilities could bring a fresh wave of bloodletting.

Switched allegiance
The Zetas boast 10,000-plus gunmen, and the prospect of them fighting for control of local trafficking networks and smuggling routes has alarmed security experts.

However, the split also brings benefits for the government, as members of the gang inform against former colleagues.

A video "mockumentary" that shows children as kidnappers, corrupt cops and drug traffickers sparked a fierce debate in violence-torn Mexico. Msnbc.com's Dara Brown reports.

Earlier this week, Mexican news magazine Proceso reported that Velazquez had switched his allegiance to the Gulf Cartel due to a rupture with Trevino, citing messages posted online.

Velazquez is listed by the government as one of the country's most-wanted drug kingpins. The Mexican government has offered a reward of up to 30 million pesos ($2.34 million) for information leading to his arrest.

Since 2009, more than 20 drug lords have been caught or killed. The most recent capture came two weeks ago, when the navy arrested Gulf Cartel head Jorge Costilla, alias "El Coss."

Earlier on Wednesday, the navy announced the capture of 18 suspected Zetas in the northern state of Nuevo Leon.

How to contain the threat posed by the drug gangs is one of the main challenges facing Calderon's successor Enrique Pena Nieto, who is due to take office on December 1.

About 60,000 people have been killed in drug-related violence during Calderon's six-year term.

Fuller on teaching law

As a kind of side-project, I thought it would be fun to go through some of the papers of Lon Fuller.? I recently came across a fragment of an old piece of his from 1950 titled, "On Teaching Law," in the Stanford Law Review.??The paper (probably delivered as a talk) is?of course dated at several points.? But it's interesting nonetheless for its reflections on the problems of legal education at another moment in time.? Here's a fragment:

Herein lies a dilemma for student and teacher. The good student really wants contradictory things from his legal education. He wants the thrill of exploring a wilderness and he wants to know where he stands every foot of the way. He wants a subject matter sufficiently malleable so that he can feel that he himself may help to shape it, so that he can have a sense of creative participation in defining and formulating it. At the same time he wants that subject so staked off and nailed down that he will feel no uneasiness in its presence and experience no fear that it may suddenly assume unfamiliar forms before his eyes.

No teacher is skillful enough to satisfy these incompatible demands. I don't think he should try. Rather he should help the student to understand himself, should help him to see that he wants (and very naturally and properly wants) inconsistent things of his legal education. Much frustration will be avoided if the student realizes that an unresolved antinomy runs through his education, and that this antinomy cannot be resolved so long as men want of life, as they do of the preparation for life called education, both security and adventure.?

Interesting, Marc. I wonder if the broader context can help in how to parse this bit. Fuller says,

" Rather he should help the student to understand himself, should help him to see that he wants (and very naturally and properly wants) inconsistent things of his legal education."

Does he mean that the professor should help the student, his very own self, to understand that the wants these things, or does he mean that the professor should do two things, to help the student understand himself, and also to see that (perhaps when he understands himself?) he wants these two different things? Maybe the difference between them is small, but I'll admit to being a bit uncomfortable with the idea that the law professor's job is to help students understand themselves, so I hope he was just, in a slightly un-precise way, saying the first thing.

Matt, thanks for the good comment. In context, I think Fuller was saying the first thing. But this is only a fragment of a larger set of (somewhat discrete) points he was making in this talk, so I am not certain. I also agree that the first meaning is the one that I thought interesting (I agree with your discomfort as to the second meaning); I think he was trying to say something about the aims of a legal education which are somewhat in tension.

Pregnancy and Snoring, A Wakeup Call

If you are pregnant and have recently begun to snore, it could be a bigger problem than just keeping your partner awake. University of Michigan researchers report that women who begin snoring after they get pregnant are at increased risk for high blood pressure and preeclampsia.

Along with the morning sickness, mood swings, food cravings, and an increased need to run to the bathroom, another symptom that may develop during pregnancy is snoring. It's well established that habitual snoring, which is defined as snoring three to four nights per week, is associated with sleep-disordered breathing, whether it occurs in men or women.

In the findings of this latest study, which included 1,719 third-trimester pregnant women recruited from March 2007 through December 2010, habitual snoring had a significant role in high blood pressure and was also found to present an increased risk to the mother's cardiovascular health.

The researchers discovered the following:

  • 34% of the women reported that they snored
  • 25% reported that snoring had started during pregnancy
  • Snoring that started during pregnancy, but not snoring that was present before pregnancy more than doubled the risk of high blood pressure and significantly increased the risk of preeclampsia when compared with women who did not snore

Dangers of preeclampsia and high blood pressure
Preeclampsia develops in about 5 to 8 percent of pregnant women typically after 20 weeks gestation and up to six weeks postpartum. Worldwide, an estimated 76,000 women and 500,000 infants die each year because of preeclampsia, which is characterized by a rapidly progressive rise in blood pressure and protein in the urine, and may also include sudden weight gain, headache, vision changes, shortness of breath, and other symptoms.

The impact on infants born to women with preeclampsia can be considerable:

  • Worldwide, preeclampsia is associated with up to 20% of the 13 million preterm births that occur each year, or about 100,000 births in the United States
  • Reduced blood flow to the placenta, which limits the amount of nutrients the infant receives and can result in an infant who is small for its gestational age. About 15% (4.5 million) of infants are born with this condition each year as a result of preeclampsia.
  • Approximately 10,500 infants die in the US each year from preeclampsia. In countries without the means to keep premature babies alive, the death rate can be considerable.
  • Infants born prematurely because of preeclampsia may face challenges such as epilepsy, learning disabilities, cerebral palsy, deafness, and blindness.

What this study means
According to Louise O'Brien, PhD, the study's lead author and associate professor in the University of Michigan's Sleep Disorders Center, about 19 percent of disorders associated with high blood pressure during pregnancy could be alleviated if sleep-disordered breathing was treated.

Sleep disordered breathing is a term used to describe various respiratory abnormalities, of which obstructive sleep apnea is the most common. Among the most common ways to treat sleep apnea is continuous positive airway pressure (CPAP), a device worn during sleep that uses air pressure to keep an individual's airways open.

O'Brien is conducting further research into the effectiveness of CPAP in treating pregnant women who snore. In the meantime, she noted that physicians should ask pregnant women whether they have started snoring and try to identify which women are at high risk for high blood pressure and preeclampsia so they can take preventive steps.

(AP) ? Confronting global tumult and Muslim anger, President Barack Obama exhorted world leaders Tuesday to stand fast against violence and extremism, arguing that protecting religious rights and free speech must be a universal responsibility and not just an American obligation.

"The impulse towards intolerance and violence may initially be focused on the West, but over time it cannot be contained," Obama warned the U.N. General Assembly in an urgent call to action underscored by the high stakes for all nations.

The gloomy backdrop for Obama's speech ? a world riven by deadly protests against an anti-Islamic video, by war in Syria, by rising tension over a nuclear Iran and more ? marked the dramatic shifts that have occurred in the year since the General Assembly's last ministerial meeting, when democratic uprisings in the Arab world created a sense of excitement and optimism. Obama had tough words for Iran and condemned anew the violence in Syria as Bashar al-Assad tries to retain power.

Six weeks before the U.S. presidential election, an unmistakable campaign element framed Obama's speech as well: The president's Republican rival, Mitt Romney, has tried to cast him as a weak leader on the world stage, too quick to apologize for American values.

Romney, speaking at a Clinton Global Initiative forum just miles from the U.N., avoided direct criticism of Obama in deference to the apolitical settings of the day, but he said he hoped to return a year later "as president, having made substantial progress" on democratic reforms.

Obama, likewise, avoided direct politicking in his speech but offered a pointed contrast to his GOP opponent's caught-on-tape comment that there is little hope for peace between Israelis and Palestinians.

"Among Israelis and Palestinians," Obama said, "the future must not belong to those who turn their backs on a prospect of peace."

U.N. Secretary-General Ban Ki-moon's opening state-of-the-world speech to the General Assembly's presidents, prime ministers and monarchs sketched the current time as one when "too often, divisions are exploited for short-term political gain" and "too many people are ready to take small flames of indifference and turn them into a bonfire."

The leaders are assembled here as anger still churns over a made-in-America video that mocked the Prophet Muhammad. The video helped touch off protests throughout the Muslim world that have left at least 40 people dead, including the U.S. ambassador to Libya.

Obama, a onetime professor of constitutional law, delivered what amounted to a lecture on what he presented as the bedrock importance of free speech, even if it comes at a price.

He stressed that just as the "cruel and disgusting" video did not reflect U.S. values, the backlash against it did not represent the views of most Muslims. Still, he said, "the events of the last two weeks speak to the need for all of us to address honestly the tensions between the West and the Arab world that is moving towards democracy."

Obama said the notion of controlling information is obsolete in the Internet age, "when anyone with a cellphone can spread offensive views around the world with the click of a button." But he said leaders must be swift to respond to those who would answer hateful speech with violence and chaos.

In his last international address before the November elections, the president had strong words for the leaders in Iran and Syria but broke no new ground on any actions the U.S. might take.

He warned that while there is still hope of resolving the dispute over Iran's nuclear program through diplomacy, "that time is not unlimited." Without laying out specifics, he added: "The United States will do what we must to prevent Iran from obtaining a nuclear weapon."

Iranian President Mahmoud Ahmadinejad, in an interview with The Associated Press, dismissed the question of Iran's nuclear ambitions and claimed that despite Western sanctions his country was better off than it was when he took office in 2005. And he said a new world order needs to emerge, away from American "bullying" and domination.

"God willing, a new order will come together and we'll do away with everything that distances us," Ahmadinejad said. "Now even elementary school kids throughout the world have understood that the United States government is following an international policy of bullying."

"Bullying must come to an end. Occupation must come to an end," he said in a wide-ranging interview on the sidelines of the U.N. General Assembly.

As for the rising violence in Syria, Obama told the U.N. delegates, "The future must not belong to a dictator who massacres his people. If there is a cause that cries out for protest in the world today, it is a regime that tortures children and shoots rockets at apartment buildings. We must remain engaged to assure that what began with citizens demanding their rights does not end in a cycle of sectarian violence."

In the AP interview, Ahmadinejad said Iran was one of nearly a dozen countries forming a new contact group to try to end the 18-month-old civil war in Syria. The group would include 10 or 11 countries in the Middle East and elsewhere and meet in New York "very soon," Ahmadinejad said.

Obama's defense of free speech was respectfully received by world leaders. Yet it was clear that different understandings abound on the proper exercise of free expression.

The foreign minister of Indonesia, home to the world's largest Muslim population, said Obama's speech was a "clarion call" for all nations to reject intolerance, calling it "an issue that galvanizes all of us." But Foreign Minister Marty Natalegawa added that freedom of expression should be exercised with consideration to morality and public order.

Dina Zakaria, a spokesman for the Muslim Brotherhood's political party Freedom and Justice, said cultural differences between the U.S. and the Muslim and Arab world over the limitations of freedom of expression will persist.

"No one can argue against freedom of expression, but the Western understanding of it is different from ours," she said. "Will this freedom allow for contempt of religion? For us it is different. For us it is a red line as Muslims and Christians as well."

Obama did not hesitate to underline some of the hopeful developments in the world under his watch.

"The war in Iraq is over, and our troops have come home," he said. "We have begun a transition in Afghanistan, and America and our allies will end our war on schedule in 2014. Al-Qaida has been weakened, and Osama bin Laden is no more. Nations have come together to lock down nuclear materials, and America and Russia are reducing our arsenals."

In one lighter moment in a somber speech, Obama drew laughter from the Assembly with one comment in his remarks on free speech: "I accept that people are going to call me awful things every day."

Adobe's HTML5 Edge development suite goes live today

Adobe has kicked off their Edge development tool suite today with the release of Edge Animate and PhoneGap -- tools designed to develop HTML5 and wean the Internet off of Flash, as well as package things up for smartphones. 

While this is exciting news for developers, its significance shouldn't be lost on the rest of us. I've been lamenting for weeks that Flash on the Internet won't ever die until easy to use and robust tools are provided, both to ease development time and costs as well as drive the platform (meaning pure HTML5 on the web) forward. The reason we ever needed Flash players on our computers or smartphones was because it was so easy to use it became the de facto web standard for interactive animations. Just because the Flash player for mobile was going the way of the dodo, didn't mean the existing content developers would abandon its use. Tools like the Edge suite are what it's going to take.

In addition to the full IDE for creating the content, Adobe has released a few other tools to assist web developers. Edge Inspect is a cross platform debugger, Edge WebFonts bundles over 500 free fonts (including two new fonts from Adobe) and the one we're pretty interested in -- PhoneGap. PhoneGap is a cloud based utility that can take HTML5, CSS, and JavaScript created with tools like Edge Animate and bundle it all up in an application for iOS, Android, Windows Phone, webOS, BlackBerry OS, Bada, or Symbian.

If you're a developer, be sure to head to Adobe's site, as Edge Animate is being offered for free as a promotion, and free beats $499 any day of the week. It looks like the gap left when Adobe killed off mobile Flash Player should be filling up nicely in short order. Quick -- someone tell Facebook.

Shell begins drilling Arctic > Oil company drills Alaska?s Arctic for first time in two decades.

Shell Alaska officially began drilling in the Chukchi Sea on Sept. 9, the first drilling in the Alaskan Arctic in the last two decades.

The U.S. Interior Department granted Shell a permit that requires its drilling operation to stop significantly short of actual oil deposits until an oil-containment barge?the Arctic Challenger?is in place, according to the Anchorage Daily News. The barge is currently en route from a shipyard in Bellingham, Wash.

The year-long permit will expire on Sept. 24 unless Shell?s request for an extended season is granted, meaning it is unlikely any oil will be extracted this year. Dan Howells, spokesman for the environmental group Greenpeace, has pointed to a series of ?near-disasters? as Shell prepared for drilling over the summer, including an incident in which the company?s drilling rig dragged anchor off Alaska?s Aleutian Islands and came within 100 feet of the shore.

?They?ve only proven one thing this summer; that oil companies are simply not equipped to deal with the unique challenges of operating in the Arctic,? Howells said.

2012 challenge: Corral undecided likely voters

WASHINGTON (AP) ? Loretta Mitchell is 100 percent sure she's going to vote in the presidential race come November. She doesn't have a clue who'll get that vote.

That makes her a rare and highly sought after commodity: an undecided likely voter.

The challenge for President Barack Obama and Republican Mitt Romney is how to lay claim to this small but mightily important swath of the electorate. These people are truly up for grabs, claim they're intent on voting and yet aren't paying that much attention.

With six hard-fought weeks left in the campaign, just 7 percent of likely voters have yet to pick a candidate, according to an Associated Press-GfK poll. When combined with those who are leaning toward one candidate or the other but far from firm in their choice, about 17 percent of likely voters are what pollsters consider "persuadable."

That includes 6 percent who give soft support to Obama and 4 percent for Romney.

Mitchell, a 68-year-old independent from the small town of Lebanon, Ind., voted for Obama in 2008 but says both candidates this year strike her as "true politicians, and I'm just really down with Washington and politicians."

Like a lot of undecideds, she isn't sure what's going to determine her ballot, and she's in no rush to decide.

The triggers for how and when the undecideds will make up their minds are intensely personal.

So the campaigns have to hope to pick them off as they pursue swing groups in the most competitive states ? segments of voters such as independents, seniors and white working-class voters.

People such as Donna Olson, a 66-year-old semi-retired truck driver from Oskaloosa, Iowa, who calls herself a former Democrat.

Olson expects to wait until November to make up her mind, just as she did four years ago, when her vote ultimately went to Republican John McCain.

"I don't like either one of them," Olson says of Obama and Romney. She specifically mentions Obama's support for gay marriage and Romney's proposed tax breaks for wealthy Americans.

So how will she make up her mind?

"I'm just trying to watch a little bit of everything," says Olson. "It probably will come down to November, but I'm open to see what happens between now and then."

At least Olson's tuned in to the race. One huge hurdle for both sides in the next six weeks will be getting the attention of the undecideds.

While 69 percent of likely voters report they're paying a great deal of attention to the race, the figure drops to 59 percent for persuadable likely voters. Among the larger group of all registered voters, just 31 percent of persuadables show much interest in the campaign.

That's one reason both campaigns are pouring so much money into advertising in the most contested states, and why so many ads focus on the campaign's central issue, the economy.

Persuadable voters are deeply negative about the current state of the economy. Almost two-thirds call it poor, and only 28 percent expect the economy to improve in the coming year.

That is far more pessimistic than other voters. Fifty percent of likely voters who have settled on a candidate think the economy will improve in the next year.

While the campaigns are trying lock down every vote they can ? through early voting whenever possible ? there's always a chunk of the electorate that's late to make up its mind.

In 2008, 4 percent of voters said they didn't pick their candidate until the last day, and they favored Obama by 5 percentage points. Another 3 percent decided in the last three days, and they skewed toward McCain. A further 3 percent decided sometime in the last week and they were about evenly divided.

In 2004, 9 percent of voters reported deciding in the last three days, and they heavily favored Democrat John Kerry over President George W. Bush, who nonetheless won re-election.

In general, the persuadables look a lot like other likely voters, and they're similarly distributed around the country, which makes it tricky for the campaigns to specifically target them. About 52 percent are male and 48 percent female. They do skew slightly Democratic.

Thirty-nine percent say they are Democrats or lean that way, 34 percent are Republican or lean GOP, and 27 percent are independent. Among all likely voters, by contrast, just 8 percent are independent and don't lean toward one party or the other.

The campaigns are intent on firming up those persuadables who already lean their way, and then hope to pick off undecided voters in the swing voter groups they're already making a priority.

The campaigns also are hoping their firm supporters can zero in on undecideds within their own spheres of influence.

As Obama frequently tells campaign crowds, "Don't just talk to people who agree with you; reach out to folks who don't follow politics that closely. Talk to somebody who's undecided."

In the same secretly recorded speech in which Romney said he had no hope of getting the support of the 47 percent of Americans who are dependent on government and back Obama, he spoke wistfully of those on the fence, saying, "What I have to do is convince the 5 to 10 percent in the center that are independents that are thoughtful, that look at voting one way or the other depending upon in some cases emotion, whether they like the guy or not, what it looks like."

Democratic pollster Stan Greenberg says truly undecided voters are particularly hard to come by this fall, attributing that to an increasingly polarized political climate and a race that ramped up unusually early, with big advertising budgets on both sides.

"There's still a fair amount of time left in this election, but the voters don't act like it," he said. "They look pretty decided."

Even independents are "more partisan in their behavior" these days, Greenberg says.

Republican pollster John McLaughlin, however, says there's still plenty of room for volatility in voters' choices, with the debates yet to come and the race especially close in certain states.

He said that to get on track after recent distractions, Romney's message to undecided voters must be a forward-looking economic pitch ? not just that people aren't better off after the last four years, but that the economy will be much better off after four years under Romney.

Overall, the race is neck-and-neck in the AP-GfK poll, with 47 percent of likely voters supporting Obama and 46 percent for Romney.

While 84 percent of likely voters overall think it's been easy to make a decision this year, the undecideds, unsurprisingly, are having a far tougher time. Fifty-six percent of persuadables report having difficulty choosing sides.

Michael McGeehan, a 22-year-old from Salem, Ore., thinks that's the way it should be.

McGeehan is leaning toward Obama but says anything is possible because "things can happen." He adds: "There's a lot of people who have their minds made up too far in advance."

Reuters' source advices not to expect too much from the meeting, adding that it will be used to discuss an "economic adjustment". However, he or she added that North Korea may be hoping to follow China's "reform and opening up" strategy, but seeking to avoid labeling it as such.

"It won't be called 'reform and opening up' because it sounds like 'dog fart' in Korean," the source told Reuters.

?This is really our last chance of stopping this and I think we really need to run the table,? Johnson said, ?or this health care law, I fear, will be implemented. The history is once an entitlement is implemented it?s extremely difficult to turn back the clock.?

The vast majority of the health care law is due to go into effect in 2014. While much of the work to implement the plan has been under way since 2010, next year is when the big decisions will be made and the big checks will be written. After the health insurance exchanges are set up, the tax subsidies roll out and even the unpopular individual mandate is in place, it?s going to be extremely hard to repeal the law.

?I would think that it?s a foregone conclusion that if Obama is reelected, we're stuck with Obamacare whether we like it or not,? said Sen. Chuck Grassley (R-Iowa), repeating a sentiment that?s common among Republicans on Capitol Hill and in activist groups.

They?re quick to add that they?ll never stop fighting against the law. But the reality is that after unsuccessful attempts to stop the law in the Supreme Court, and without full majorities on Capitol Hill to pass a repeal bill before now, they won?t get another shot at a full repeal if there?s no Republican sweep in November.
